CDB, Robi MoU signed

China Development Bank (CDB), Monday entered into a memorandum of understanding (MoU) with the Bangladesh telecom operator 'Robi' and the Chinese telecom technology supplier 'Huawei'.

Under the MoU, CDB, the largest bank for international investment and financing in China-- has intended to provide US$100 million loan for Robi with the purpose of purchasing telecom equipments from Huawei.

Robi, formerly known as Aktel, would utilize the technical support from Huawei to expand its telecom network and improve the mobile services, company source told the FE.

Robi is the third largest mobile phone operator in Bangladesh in terms of revenue and subscribers.

CDB chairman W U Xinxing, Head of Human Resource and Corporate Affairs of Robi Motiul Islam Nawshad and chief executive officer of Huawei Tony Zhang Hui signed the MoU on behalf of their respective organization.

Robi plans infrastructure sharing with Banglalink to cut cost, boost growth

Robi has planned to share infrastructure with fellow mobile phone operator Banglalink as part of its cost-cutting drive, but sees no reason to float shares, company chief executive Michael Kuehnar said.
Kuehnar who has turned around once ailing AKTel into the fastest growing mobile operator this year said his company has launched talks with Banglalink to share network infrastructure nationwide.
"So far, the response from them is positive", the Robi Chief Executive Officer told the FE during an interview last week.
He did not make comment on a possible merger between third-ranked Robi and second-placed Banglalink -- a move experts see as 'highly logical' to take the fight to runaway market leader Grameenphone.
Toegther, the two companies would have 26 million subscribers, accounting for some 45 per cent of the country's total mobile phone users. Grameenphone has 25 million subscribers.
Kuehnar said infrastructure collaboration between Robi and Banglalink is a 'major attempt" for his company to boost profit and ensure synergy for furture growth.
"The move is mainly aimed at cutting cost as our experience shows that such infrastructure sharing results in major slash in our operational expenses", he said.
In February this year, the two mobile operators tied up with Grameenphone in similar infrastructure sharing deals, which the authorities say was aimed at tapping fast growing rural market.
"The nature of the Banglalink deal will be quite similar to the infrastructure sharing tie we earlier inked with GP", he said.
He said Robi would also launch talks with other telecom infrastructure firms who operate in data and voice transfer and internet service providing business.
"In the future, we would like to go into such sharing deal with the Wimax operators and other telecom infrastructure providers", he added.
The company's latest move came just a couple of months after the company changed its brand name into Robi.
The company was known as AKTEL since it was launched a decade back. The name was derived from the country's one of the oldest industrial groups, AK Khan and Co.
But AK Khan sold its minority stake in the company to NTT DoCoMo in 2008. The majority stake holder TM International Ltd also meanwhile changed its name into Axiata.
Kuehnar said his company's new brand name has been "well-accepted" by Bangladeshi consumers, helping it become the fastest growing operator this year.
Since launching of the new name, Robi has added 0.64 million susbcribers -- faster than any of the country's five other mobile phone firms.
"The renaming was a right step from a marketing point of view", Kuehnar said, "as our survey shows that 80 per cent of the subscribers were positive with our new brand name".
Robi now has around 10.82 million subscribers till end of April this year , according to the Bangladesh Telecommunications Regulatory Commission.
The company's net profit after taxes stood at 857.3 million taka in 2009 on a 19.92 billion Taka revenue. It earned 5.93 billion Taka as revenue in the first quarter of 2010, Robi officials said.
According to the official figures, it has invested around Tk. 6.64 billion in enhancing networking capacity in 2009 while another Tk 647 million was invested in marketing.
Kuehnar, however, ruled out listing of the company in the country's two bourses. "At this moment we don't have any such plan," he said.
The company has invested Tk 1.31 billion in the first quarter of 2010 in networking capacity and a robust Tk 403 million in marketing alone, officials said.
"With only 33 percent penetration, Bangladesh is still an untapped market for telecom operators", said the Robi CEO.
He said a cut in government tax on new connections would boost telecom growth "tremendously".
"The government tax on SIM cards and other external costs eat up around 50 per cent of our gross revenue. The telecom operators could invest more in penetrating the market if the government reduced the tax," Kuehnar added.

Number of mobile users of Bangladesh to reach 73m by 2014

IE Market Research Corp. (IEMR), the Canadian-based provider of market intelligence services, said given the latest quarter data, the total wireless subscribers in Bangladesh would increase from the current 53.83 million to 72.7 million by 2014.
It however said wireless subscriber growth in Bangladesh has slowed down, growing only 4.7 per cent in the third quarter of 2009.

The market research corporation said GrameenPhone would maintain its lead in Bangladesh's wireless market over the next five years with an expected subscriber base of 32 million by 2014.
The other players will also be gaining more subscribers over the next five years. It predicts that Banglalink will have 15.5 million, TM International will have 13.1 million, and Warid will have 6.7 million mobile subscribers respectively by the end of 2014.
Grameenphone, jointly owned by Telenor and Bangladesh's Grameen Telecom, currently leads the country's 53.83 million mobile market with 23.48 million active users.
Banglalink stands second with 14.07 million users, which is followed by Axiata 10.31 million, Warid 3.01 million, Citycell 1.94 million and state-run Teletalk 1.02 million users, according to the latest posting of Bangladesh Telecommunication Regulatory Commission (BTRC), the telecom regulator.
IEMR said Warid's subscriber market share will be increasing over the next five years after BTRC approved India's top telecoms company Bharti Airtel $300 million initial investment offer.

Mobile phone operator Robi organised a ceremony to mark the installation of SIMBOX detection system to help track illegal VoIP connections at its head office on Thursday.
BTRC spectrum division director general Md Ahsan Habib Khan, commission secretary Mahboob Ahmed and Robi managing director and chief executive officer Michael Kuehner were present at the ceremony, said a news release.
The tool, replacing an old one, will be able to identify use of illegal VOIP connections more precisely and take measures to deactivate those.
Robi regulatory affairs head Alloisus Mohan Ramaiah and corporate affairs head Segufta Yesmin Samad were present at the ceremony along with other senior officials.

Robi brings Per Second Pulse Offer for prepaid customers



Robi, a leading telecommunication service provider in the country, is introducing an attractive offer for its prepaid customers. Customers of Robi to get services from Paltan centre

Customers of Robi will get all kind of services from the newly-opened Paltan centre, according to a press release.

Robi, a mobile operator company in the country, has recently opened the Robi Sheba centre at Paltan in the city.

Chief Marketing Officer of Robi Bidyut Kumar Basu formally inaugurated the centre as the chief guest.

Head of Regional Operations of Robi Zabid Ahsan along with other officials were present on the occasion.

Mr Basu said: "Customer satisfaction is the key focus and the new centre to serve the customers, which is accessible at the lowest charge to customers, 24 hours a day. Along with more than 100,000 recharge sales points, 26,000 SIM selling points, and over 450 services points across the country".
For the convenience of the customer, Robi Sheba of Motijheel has been shifted to Paltan.

Robi lit up ten remote villages with solar power


Leading telecommunications solution provider Robi on Saturday lit up ten remote villages across the country with solar power. Undertaken as part of the CSR initiative of the company, the programme coincided with the heralding of the Bengali New Year.
The villages are Tamaruddi of Nowakhali, Bachamara of Manikganj, Pachuria of Gopalganj, Protapnagar of Shatkhira, Charjanajat of Madaripur, Motherbunia of Patuakhali, Chaitar Khamar of Kurigram, Char Neuton of Bhola, Padma of Barguna and Pirganj of Jadabpur. These villages will be known as Robi Palli.
This initiative was kicked off by Chief Marketing Officer of Robi, Bidyut Kumar Basu when he lightened up a house in a remote village of Amtoli.
To facilitate development of Bangladesh's rural people, Robi is initiating a project to reach 500 nomes in 50 hard-to-reach villages all over the country. Each of these 500 rurai households will be provided with 20WP solar panels by May this year.
Chief Marketing Officer of Robi, Bidyut Kumar Basu said, we respect our local tradition, yet march ahead with innovation and creativity. According to the Ministry of Power 53% of Bangladesh is still in need of power supply, it is also a country that is blessed with abundant solar energy, which can provide a clean solution to this shortage.
Sania Mahmood, Head of Marketing, Mohiuddin Babar, Head of Communication and Media Relation along with other officials of Robi were also present at the event.

The parliamentary standing committee on the planning ministry on Sunday asked the Bangladesh Telecommunication Regulatory Commission to submit a report on how 70 per cent of the shares of mobile operator Warid had been sold to India’s Bharti Airtel only for Tk 70 lakh.
The committee chairman, Oli Ahmed, after a meeting, told reporters they had discussed media reports that Warid had been allowed to sell its 70 per cent stake to Airtel only for Tk 70 lakh.
‘The country and the government sustained a loss as Warid was allowed to hand over its share for such a low price,’ he said.
The government lost millions of dollars in transfer fees as the commission allegedly allowed Warid, which invested more than $600 million in the country, to hand over 70 per cent of its stake to Airtel for only Tk 70 lakh in recent times.
The standing committee also suggested that the posts and telecommunications ministry should bring Voice over Internet Protocol under the jurisdiction of law.
It will help to increase revenue earnings of the government as well as provide internet users with better services, the committee observed.
The meeting also recommended making capable the state-run mobile operator Teletalk so that it can survive in the competition with the private mobile operators.
Committee members planning minister AK Khandoker, Nawab Ali Abbas Khan and Azizul Haque Chowdhury attended the meeting.
The meeting discussed in details different projects undertaken by the ministries of land, posts and telecommunications and social welfare.
As for land ministry, it decided that the ministry would inform the committee in three months of the steps it has taken to reclaim illegally occupied government land, how much land has so far been reclaimed and whether any new incident of land occupation has taken places in recent times.
As for social welfare ministry, the meeting decided that proper monitoring should be ensured so that the registered non-governmental organisations properly follow the conditions of registration.

India plans 'launch sale of 4G mobile services'



India plans to hold an auction of ultra-high-speed fourth-generation (4G) mobile phone spectrum soon after completion of 3G access now underway, a report said Wednesday.The sale for 4G, which will provide high-speed Internet connections, will begin as soon as operators roll out their 3G networks this year, Communications Minister A. Raja was quoted as saying by the Hindustan Times newspaper.
The government expects to bring in at least 350 billion rupees (eight billion dollars) from the sell-off of 3G airwaves and a follow-on auction of broadband wireless access spectrum that began last Friday and could take weeks.
Operators believe 4G will bring near-broadband speed technology to mobile phones, allowing users to receive multimedia such as TV broadcasts and online games at rates up to 10 times faster than those possible on 3G networks.
"I do not want any delay in 4G services. We should be with the rest of the world in 4G," Raja said.
Germany on Monday began Europe's first auction of 4G frequencies.
Raja said he expected the successful telecom bidders for 3G frequency would start launching their new networks within a few weeks of receiving the spectrum when it is allocated in September.
The auction of 3G spectrum will propel India into the Internet era, giving millions who have no computer access the ability to surf the web from their phones.
It will also heat up the battle for customers in the world's fastest-growing mobile market.
The Telecom Regulatory Authority of India (TRAI) has already started the pre-consultation process for the sale of 4G spectrum, Raja said.
"Once TRAI submits its recommendations, the government will work on it," he said.

টেলিটকের বিরুদ্ধে অনুমোদনহীন যন্ত্রপাতি আমদানির অভিযোগ

 বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশনের (বিটিআরসি) অনাপত্তিপত্র (এনওসি) নেই এমন ১৬ ধরনের ৫৭২ সেট যন্ত্রপাতি আমদানি করেছে সরকারি মোবাইল অপারেটর কোম্পানি টেলিটক। এসব যন্ত্রপাতির দাম এখনো নির্ধারণ করা যায়নি।
সংশ্লিষ্ট প্রকৌশলী ও শুল্ক কর্মকর্তাদের ধারণা, এগুলোর দাম ১০-১৫ কোটি টাকা হবে। কেননা আমদানি করা ৫১২টি অপটিক্যাল ডিস্ক সফটওয়্যার যথেষ্ট দামি। চালানে বিটিআরসির ছাড়পত্র নিয়ে আমদানি করা মাত্র চার ধরনের ৫০ সেট যন্ত্রপাতি পাওয়া গেছে। এগুলোর দাম ১৫ লাখ ৬৫ হাজার ৯১২ মার্কিন ডলার বা প্রায় ১১ কোটি টাকা।
চট্টগ্রাম কাস্টম হাউস সূত্রে জানা যায়, গত ৩১ মার্চ থেকে টানা তিন দিন শুল্ক কর্মকর্তা, বিটিআরসি প্রতিনিধি, আমদানিকারকের প্রতিনিধি এবং সিঅ্যান্ডএফ প্রতিষ্ঠান মিল্কওয়ে শিপিংয়ের প্রতিনিধির উপস্থিতিতে এসব পণ্যভর্তি কনটেইনার দুটি খুলে যন্ত্রপাতির ক্ষেত্রে এই অমিল পাওয়া যায়। প্রাপ্ত মালামালের তালিকায় (ইনভেনট্রি) সংশ্লিষ্ট সকল পক্ষ সম্মতিসূচক সই করে।
এর আগে দুই বার কনটেইনার দুটি খোলা হয়েছিল। কিন্তু আমদানিকারক বা তাদের সিঅ্যান্ডএফ প্রতিষ্ঠান বিটিআরসির অনাপত্তিপত্র দেখাতে না পারায় চালানটি খালাস করা যায়নি। এ সময়ের মধ্যে টেলিটক পরপর দুটি অনাপত্তিপত্র শুল্ক কর্তৃপক্ষকে দেয়। কিন্তু এ দুটির সঙ্গে আমদানি করা যন্ত্রপাতির মিল ছিল না। পরে অনাপত্তিপত্র দুটি ভুলক্রমে দাখিল করা হয়েছে বলে উল্লেখ করে টেলিটক কর্তৃপক্ষ তা প্রত্যাহার করে নেয়। তৃতীয় দফায় বিটিআরসির যে অনাপত্তিপত্র দাখিল করা হয় তার ভিত্তিতে ৩১ মার্চ কনটেইনার দুটি খোলা হয়। এতেও অমিল পাওয়ায় সংশ্লিষ্ট শুল্ক কর্মকর্তারা আমদানিকারক প্রতিষ্ঠান টেলিটক এবং সিঅ্যান্ডএফ প্রতিষ্ঠানের বিরুদ্ধে ১৯৬৯ সালের শুল্ক আইনের ১৬ ও ৩২ ধারা ভঙ্গের অভিযোগ এনে আইনানুন ব্যবস্থা নেওয়ার জন্য জাতীয় রাজস্ব বোর্ডের (এনবিআর) কাছে সুপারিশ করেন। এনবিআর থেকে এ সংক্রান্ত চিঠি বিটিআরসিকেও দেওয়া হয়েছে বলে জানা যায়।
যোগাযোগ করা হলে টেলিটকের ব্যবস্থাপক (লজিস্টিক সাপোর্ট) হেদায়েতুল কবির আমদানি করা যন্ত্রপাতি ত্রিপক্ষীয়ভাবে পরীক্ষা-নিরীক্ষা করে কিছু অমিল পাওয়ার বিষয়টি স্বীকার করে বলেন, ‘এতে শুল্ক কর্তৃপক্ষ একতরফাভাবে কিছু অভিযোগ এনেছে। আমরা এখন বিটিআরসির সিদ্ধান্তের অপেক্ষায় আছি। বিটিআরসি যে সিদ্ধান্ত দেবে আমরা তা মেনে নেব।’
চট্টগ্রাম কাস্টম হাউসের কমিশনার সৈয়দ গোলাম কিবরিয়া এ প্রসঙ্গে প্রথম আলোকে বলেন, ‘এ পণ্যের চালান আমদানি নিয়ে দুটি সরকারি সংস্থার মধ্যে বিরোধ দেখা দিয়েছে। আমরা বলেছি যেসব পণ্যসামগ্রী আমদানি হয়েছে তা যদি বিটিআরসি প্রত্যয়ন করে দেয়, তাহলে পণ্য খালাসে আমাদের আপত্তি থাকবে না। আমরাও বিটিআরসির সিদ্ধান্তের অপেক্ষায় আছি। যদি ঘোষণা বহির্ভূত পণ্য থাকে তার জন্য বাড়তি শুল্ক-কর দিতে হবে।’ বন্দর সূত্র জানায়, জার্মানি থেকে ডিসেম্বর মাসে প্রতিটি ৪০ ফুট দীর্ঘ দুটি কনটেইনারে এসব পণ্য আমদানি করা হয়। এ জন্য প্রয়োজনীয় শুল্কও জমা দেওয়া হয়। কিন্তু জানুয়ারির দ্বিতীয় সপ্তাহে খালাস করার মুহূর্তে কেন্দ্রীয় শুল্ক গোয়েন্দা ও তদন্ত অধিদপ্তরের আপত্তির মুখে চালানটি আটক করা হয়।

১০ গ্রামে সৌরবিদ্যুৎ পৌঁছে দিল রবি

বাংলাদেশের গ্রামাঞ্চলের উন্নয়ন ত্বরান্বিত করতে রবি ৫০টি প্রত্যন্ত অঞ্চলের ৫০০ বাড়িতে বিদ্যুৎ পৌঁছে দেওয়ার প্রকল্প হাতে নিয়েছে। মে মাসের মধ্যে এসব অঞ্চলের প্রতিটি বাড়িতে ২০ ওয়াট সৌর প্যানেল নিশ্চিত করা হবে। এ প্রকল্পের কারিগরি সহায়তা দিচ্ছে রুরাল সার্ভিস ফাউন্ডেশন।
বেশ কিছু সামাজিক কার্যক্রমে সম্পৃক্ত রয়েছে রবি। এরই ধারাবাহিকতায় ২৮ মার্চ মেরি স্টোপস ক্লিনিকে জন্ম নেওয়া সব শিশুর মাকে বিনামূল্যে চিকিৎসা দেওয়া হয়েছে।

Mobile phone operator Rabi (ex. Aktel) handed all the equipments of solar electricity system to 20 families of remote Bachamara village under Daulatpur upazilla in Manikganj district. At the equipments giving function, Chief Marketing Officer Bidyut Kumar Bose, Executive Director of Rural Services Foundation Ruhul Quddus and Regional Manager Asaduzzaman were present, among others. Each family using solar apparatus worth taka 11,700 could burn two bulbs.

Far more people in India have access to a mobile phone than to a toilet, according to a UN study on sanitation.

India's mobile subscribers totalled 563.73 million at the last count, enough to serve nearly half of the country's 1.2 billion population.
But just 366 million people - around a third of the population - had access to proper sanitation in 2008, said the study published by the United Nations University, a UN think-tank.
"It is a tragic irony to think in India, a country now wealthy enough that roughly half of the people own phones," so many people "cannot afford the basic necessity and dignity of a toilet," said Zafar Adeel, the UN University director.
Mr Adeel heads the UN University's Institute for Water, Environment and Health, based in the Canadian city of Hamilton, which prepared the report.
Worldwide, an estimated $358 billion (£230 billion) is needed between now and 2015 to achieve the UN Millennium Development Goal (MDG) of halving the proportion of people with inadequate sanitation from 2000 levels.
Proper sanitation "could do more to save lives, especially those of young people, improve health and help pull India and other countries in similar circumstances out of poverty than any alternative investment," Mr Adeel said.
Poor sanitation is a major contributor to water-borne diseases, which in the past three years alone killed an estimated 4.5 million children under the age of five worldwide, according to the study.
The report gave a rough cost of $300 to build a toilet, including labour, materials and advice.
The world could expect a return of up to $34 for every dollar spent on sanitation through improved productivity and reduced poverty and health costs, said Adeel.
He said improving sanitation was "an economic and humanitarian opportunity of historic proportions."
