জাতীয় সংসদে রবিবার 'বাংলাদেশ টেলিযোগাযোগ (সংশোধন) বিল, ২০১০' এর উপর ডাক ও টেলিযোগাযোগ মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির রিপোর্ট উপস্থাপন করা হয়েছে। কমিটির সভাপতি হাসানুল হক ইনু রিপোর্টটি উপস্থাপন করেন। রিপোর্টে হাইকোর্টের বিচারপতি মর্যাদার কাউকে প্রধান করে তিন সদস্যের টেলিকম আপিল বোর্ড গঠনের সুপারিশ করা হয়েছে। এছাড়া টেলিকম অপরাধকে জামিনযোগ্য এবং লাইসেন্স প্রদানের ৰমতা বিটিআরসির হাতে রাখা হলেও এ ব্যাপারে সরকারের পূর্বানুমতি নেয়ার বিধান রাখার সুপারিশ করা হয়েছে সংসদীয় কমিটির রিপোর্টে।  এর আগে বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশনের (বিটিআরসি) বিদ্যমান ৰমতা অনেকটা খর্ব করে গত ১৩ জুন জাতীয় সংসদে বিলটি উত্থাপন করা হয়। পরে বিলটি যাচাই-বাছাই করে ১৫ দিনের মধ্যে রিপোর্ট দেয়ার জন্য সংসদীয় স্থায়ী কমিটির বৈঠকে পাঠানো হয়।  সংসদীয় কমিটি বিলটির ব্যাপারে আরো কিছু সুপারিশ করেছে। এর মধ্যে উলেস্নখযোগ্য হলো টেলিকম খাতের অপরাধ জামিনযোগ্য করা, কোম্পানি বন্ধ করলে গ্রাহক স্বার্থ অৰুণ্ন রাখা, অনধিক ৩শ' কোটি টাকা জরিমানার বিধান ইত্যাদি।

Telecom Bill 2010 proposes Tk 3.0b fine for ICT crime

The Parliamentary Standing Committee on the Post and Telecommunication Ministry Sunday placed its report on the Bangladesh Telecommunications (Amendment) Bill 2010 in the House, reports BSS. Committee chairman Hasanul Haque Inu placed the report with a recommendation for passage of the bill in an amended form. Earlier on June 13, Post and Telecommunication Minister Raziuddin Ahmed Razu tabled the bill aimed at bringing technological improvement in telecom sector and implementing the government’s Digital Bangladesh programmes. For ICT crime, the provision of charging of maximum Tk 3.0 billion fine instead of present Tk 1.0 million and five years jail has been proposed in the bill. It also proposed for inclusion of a provision for checking extortion through telephone and for maintaining country’s integrity and solidarity. As per the proposed bill, any person found involved in conducting an activity to damage national unity and solidarity by using telecommunication instruments or radio equipment and if it is assumed that those were for damaging for state, people and public safety would be charged with five years imprisonment or Tk 3.0 billion penalty or both. If anyone sends indecent message or threats for extortion or sends vulgar pictures or movies through using telecommunication or radio equipment, then both the sender and those who proposed would be given not less than two years jail or not less than Tk 50 million fine or both. The bill also proposed for forming a Social Responsibility Bill for bringing the people from the areas lagging behind under the telecom network. The bill also proposed for a provision for conducting investigation, run cases and disposal of cases related to telecom crimes. It was also proposed to enlist all crimes under mobile court law. The government has realised Tk 6.079 billion as revenue from the six mobile phone companies in the last fiscal year, Post and Telecommunication Minister told the House on the day. “Besides, the National Board of Revenue (NBR) has been realising various taxes and VAT from the mobile phone companies,” he said in reply to a question from BNP lawmaker Nazim Uddin Ahmed. Razu told BNP lawmaker Ashrafuddin Nizan that the state-run Teletalk Bangladesh Limited paid Taka 561.2 million as revenue to the government in the last fiscal year. Responding to another question from treasury bench member Golam Dastagir Gazi, the telecom minister said six mobile phone companies have been providing services to the people of the country. “The mobile phone users are now talking at the cost-effective rate as there is a competitive environment among the mobile phone companies. So there is no plan at this moment to provide new mobile phone licences,” he said. Answering to another question from ruling party lawmaker Anwar Hossain, the telecom minister hoped that it will be possible to provide VoIP call termination licenses from the current month or the next month if necessary formalities including amendment to laws and framing of guidelines are completed. Razu also told the House that his ministry has undertaken initiatives to provide telephone connections to nearly 0.2 million people in the capital. “To this end, a number of new telephone exchanges will be set up in the capital. Bangladesh Telephone Company Limited (BTCL) is implementing the project at a cost of Taka 2.0 billion,” he said in reply to a question from treasury bench member AKM Rahmatullah. Razu said the telephone exchanges would be equipped with broadband internet and modern optical fibre with wireless technology. “The BTCI is implementing the project from its own fund with a view to changing digital telephone exchange and system, he said. Two lakh city people to get phone connections with broadband facilities by 2011: Razu

Post and Telecommunications Minister Razi Uddin Ahmed Razu told the House today that his ministry has undertaken initiatives to provide telephone connections to nearly two lakh people in the capital.

"To this end, a number of new telephone exchanges will be set up in the capital. Bangladesh Telephone Company Limited (BTCL) is implementing the project at a cost of Taka 200 crore," he said in reply to a question from treasury bench member AKM Rahmatullah.
Razu said the telephone exchanges would be equipped with broadband internet and modern optical fibre with wireless technology.
"The BTCI is implementing the project from its own fund with a view to changing digital telephone exchange and system, he said.
The telephone users of the city will also get caller ID facilities, broadband internet and modern technology, he said adding that the project will be completed by 2011
The telecom minister said subscribers under old model telephone exchanges would also be brought under the new facilities after 2011.
Razu disclosed that the setting up digital telephone exchanges in the country started in the 90s but those have no caller ID facilities. "It was introduced in Dhaka and other major towns after upgrading software and bringing some changes in system," he added

More subscribers log on to BTCL broadband

The broadband internet subscription of Bangladesh Telecommunications Company Ltd (BTCL) soared 83 percent in April from a month ago because of reduced charges.
Subscribers used the asymmetric digital subscriber line or ADSL, a data communications technology that enables faster transmission.
The state-owned land phone operator that provides broadband internet connectivity to its subscribers bagged 537 new connections in April, up from 293 in March.
In April, BTCL cut registration costs by 80 percent to Tk 100, and setup and configuration charges by 50 percent to Tk 300.
The company reduced usage charges by up to 38 percent on different packages.
In addition, the company reduced the modem prices to Tk 2,500 from Tk 3,500, making the packages cheaper and more competitive than other private mobile phone and Wimax operators.
“We have seen a surge in new connections soon after the new rates were implemented in April,” said a BTCL official.

BTCL to cut India-BD landphone charge

The government has again taken initiatives to reduce land-phone call charge between India and Bangladesh. The present call charge per minute between India and Bangladesh is Taka 12. The government has decided to install a 25-kilometre optic fibre line at a cost of Taka 15 million (1.5 crore) from Darshana to Krishna Nagor in India to this end.

Slow Internet?…this is the problem area

The South East Asia-Middle East-West Europe 4 (SEA-ME-WE 4) Submarine Cable is an approximately 18,800 KM long cable connecting Singapore, Malaysia, Thailand, Bangladesh, India, Sri Lanka, Pakistan, United Arab Emirates, Saudi Arabia, Egypt, Italy, Tunisia, Algeria and France. The system is using Terabit DWDM technology to achieve Maximum bandwidth with minimal cost.
The slowness in the internet is due to damage in the cable between Egypt and France. The restoration work will be progressive taking upto 10-15 days. This has affected countries from Egypt, GCC countries to countries in the Indian sub-continent.

Bangladesh regains internet connectivity

Bangladesh’s internet connectivity was restored to its full capacity at 2:00pm on Sunday.
A fault in a submarine cable on April 14 resulted in Bangladesh losing all its internet communication with countries to the west of the cable including Europe.
The fault was repaired by Mango Teleservices Limited, an International Internet Gateway operator in Bangladesh. The company said in a press release the problem was detected in the cable between Alexandria and Marseilles.

A senior official at the BTCL’s submarine cable project had told bdnews24.com on April 15 that a short circuit at the Italian landing station at Palermo had caused the problem.
On December 21, 2008 Bangladesh faced a similar kind of connectivity disruption, which was restored after 18 hours.

JS body for bringing VOIP under law

A meeting of the Parliamentary Standing Committee on the Ministry of Planning on Sunday suggested the Ministry of Post and Telecommunications to bring Voice Over Internet Protocol (VOIP) under the jurisdiction of law.
It will help increase revenue earnings of the government as well as provide better services to the internet users.
The meeting also recommended making capable the Teletalk so that it can survive in competition with the private cell phone companies.
Committee Chairman Dr Oli Ahmed presided over the meeting, an official release said.
Committee members Planning Minister Air Vice Marshal (retd) AK Khandoker, Nawab Ali Abbas Khan and Azizul Haque Chowdhury attended the meeting.
The meeting discussed elaborately different projects undertaken by the ministries of land, post and telecommunications and social welfare.
The meeting decided that BTRC, incorporating the opinion of the ministry of post and telecommunications, would apprise the committee how seventy percent share of WARID was sold to Airtel company only for Taka seventy lakh.
About the Ministry of Land, it decided that the ministry would apprise the committee within next three months what steps it has taken to recover illegally occupied government land, how much land has so far been recovered and whether any new incident of land occupying was occurred recently.
About the Ministry of Social Welfare, the meeting decided that proper monitoring should be ensured so that the registered NGOs properly follow the conditions of registration.
Senior officials were present in the meeting.

Even the telephone connections of the district police superintendent's office, model police station, hospitals, fire station, press club, power agencies and Titas Gas are out of order. Abdullah Patwary, the Narayanganj sub-divisional engineer of BTCL said due to technical problems, the phones have gone out of order.
