দুই হাজার কোটি টাকার দেশি বিনিয়োগ হুমকির মুখে : ফ্রিকোয়েন্সি পাচ্ছে ভারতের টেলিযোগাযোগ কোম্পানী

 

বাংলাদেশের টেলিকম বাজার দখল করতে চায় ভারত। এ আকাঙ্খার অংশ হিসেবে গত ৪ জানুয়ারি আনুষ্ঠানিকভাবে ওয়ারিদের ৭০ শতাংশ শেয়ার কিনে নিয়ে বাংলাদেশে প্রবেশ করে ভারতী এয়ারটেল। এখন লাইনে রয়েছে টাটা ও রিলায়েন্স। রিলায়েন্স বাংলাদেশের বাজারে আসতে চায় মূলত তৃতীয় প্রজন্মের মোবাইল ফোন সেবা (থ্রিজি) দিতে। অন্য দিকে টাটা সব ধরনের সেবা দিতে চায়।
সম্প্রতি বাতিল করে দেয়া পাঁচটি পাবলিক সুইচড টেলিফোন নেটওয়ার্ক (পিএসটিএন) বা বেসরকারি ল্যান্ডফোন কোম্পানির ফিন্সকোয়েন্সি ভারতীয় এ তিনটি কোম্পানির যেকোনো একটিকে বরাদ্দ দিতে যাচ্ছে বাংলাদেশ সরকার। বিষয়টি প্রায় চূড়ান্ত বলে ডাক ও টেলিযোগাযোগ মন্ত্রণালয় সূত্রে নিশ্চিত হওয়া গেছে।
টাটা কমিউনিকেশন্স ২০০৮ সালের ২ এপ্রিল বাংলাদেশের টেলিযোগাযোগ নিয়ন্ত্রণ কমিশনের (বিটিআরসি) কাছে বাংলাদেশের টেলিযোগাযোগ খাতে বিনিয়োগের প্রস্তাব করেছিল। সে প্রস্তাব সরকার এখন সক্রিয় বিবেচনায় রেখেছে বলে পাওয়া খবরে জানা গেছে।
সংশ্লিষ্ট সূত্র মতে, বাংলাদেশের টেলিবাজারে ভারতের আধিপত্য প্রতিষ্ঠার বিপক্ষে রয়েছেন ডাক ও টেলিযোগাযোগ মন্ত্রী রাজিউদ্দিন আহম্মেদ রাজু। তবে বিটিআরসি, ডাক ও টেলিযোগাযোগ মন্ত্রণালয়ের কয়েকজন কর্মকর্তা টিঅ্যান্ডটি মন্ত্রীর বিপক্ষে অবস্খান নিয়েছেন। তারা সরকারের বাইরের কিছু প্রভাবশালী দ্বারা প্রভাবিত হয়ে ভারতীয় কোম্পানির পক্ষে কাজ করছেন বলে জানা গেছে।
মন্ত্রণালয় সূত্র জানাচ্ছে, টাটা অথবা রিলায়েন্সকে পিএসটিএন অপারেটরদের থেকে কেড়ে নেয়া ফিন্সকোয়েন্সি দেয়া না হলেও ভারতী এয়ারটেলকে দেয়া হবেই। ভারতী এখন যে পরিমাণ ফিন্সকোয়েন্সি ওয়ারিদের তরফে পাচ্ছে, তার সাথে এগুলোও যুক্ত হবে।
এ ব্যাপারে কিছুই জানেন না দাবি করে বিটিআরসি’র মহাপরিচালক কর্নেল আহসান বলেছেন, ‘ফিন্সকোয়েন্সি খালি ফেলে রাখা ঠিক নয়। তবে এটা বরাদ্দের সিদ্ধান্ত নেন ন্যাশনাল ফিন্সকোয়েন্সি অ্যালোকেশন কমিটি। তাদের সিদ্ধান্তই অনুমোদন করে বিটিআরসি।’
ভিওআইপি’র অবৈধ ব্যবহারের অভিযোগে বিটিআরসি গত মার্চ মাসে বন্ধ করে দেয়া পাঁচটি কোম্পানির (পিএসটিএন) লাইসেন্স চলতি মাসে বাতিল করেছে। এ পাঁচটি কোম্পানি হলোন্ধ রেঙ্কসটেল, পিপলসটেল, ঢাকাফোন, ন্যাশনাল টেলিফোন ও ওয়ার্ল্ডটেল। এ পাঁচটি অপারেটরের লাইসেন্স বাতিল করে দেয়ায় প্রায় দুই হাজার কোটি টাকার দেশী বিনিয়োগ সঙ্কটের মুখে পড়লেও সরকার সেদিকে নজর না দিয়ে এ ফিন্সকোয়েন্সি ভারতীয় একটি প্রতিষ্ঠানকে দিতে চাইছে।
পিএসটিএন লাইসেন্সগুলো যে বাতিল হতে যাচ্ছে, সে ব্যাপারে গত ২৪ মার্চ বিটিআরসি চেয়ারম্যান মেজর জিয়া আহমেদ সাংবাদিকদের বলেছিলেন, অভিযুক্ত অপারেটরদের শোকজ করা হয়েছে। তারা ‘সন্তোষজনক’ জবাব দিতে না পারলে তাদের লাইসেন্স বাতিল করা হবে।
ভিওআইপি’র অবৈধ ব্যবহারের অভিযোগে ১৫ মার্চ ঢাকাফোন, ১৭ মার্চ ওয়ার্ল্ডটেল, ১৯ মার্চ রেঙ্কসটেল, ২১ মার্চ পিপলসটেল এবং ২৩ মার্চ ন্যাশনাল ফোনের সব কার্যক্রম বন্ধ করে দেয় বিটিআরসি। এসব পিএসটিন’র সার্ভিস বন্ধ করা এবং ১২ মে লাইসেন্স বাতিল করা নিয়ে সরকারের সব মহল একমত না হলেও বিটিআরসি উর্দ্ধতন এক কর্মকর্তা এ ব্যাপারে সবচেয়ে বেশি আগ্রহী ছিলেন বলে বিভিন্ন সূত্র দাবি করেছে।

Govt opens up VoIP by June-July: Raju

Own satellite in next 2 years The government, in a bid to minimise long-distance call costs, has almost finalised opening up the VoIP (Voice over Internet Protocol) business for all under a legal framework, Posts and Telecommunications Minister Rajiuddin Ahmed Raju said Sunday, reports UNB. "The guidelines have almost been finalised, and international call termination through VoIP will hopefully be opened up by June-July," he said at a crowded press conference at National Press Club. Currently, only five companies - Bangla Trac Communications Ltd, Novotel Limited, Mir Telecom, M and H Telecom and Getco Telecommunications - are allowed to use VoIP under licence. The Ministry of Posts and Telecommunications hosted the press conference to inform journalists about the government's plan on World Telecommunication and Information Society Day (WTISD-2010), which will be observed today (Monday). The government will rent out E1 (an all-digital communications line that allows transmission of voice, data, video, and graphics at high speed compared to standard communication lines) connections to the interested VoIP operators once the entire process is complete. Replying to a question Raju confidently said Bangladesh would have its own satellite within the next couple of years, which will ensure quality and faster telecom services to the people. "As the project is too expensive and has an involvement of approximately Taka 300-400 billion, we're looking for public-private partnership (PPP) initiatives to use the satellite for commercial purposes," he said.

Crackdown on 5 land phone operators: 7 lakh subscribers taken aback

More than 7, 00,000 people including subscribers and employees have been suffering directly and indirectly due to the BTRC's decision to scrap licences of five PSTNs in the country. Among the private landline operators, RanksTel is the market leader with more than 3 lakh subscribers followed by Peoples Tel's 1.6 lakh, and National Telecom's 1.38 lakh. Dhaka Phone has 77,000 subscribers while WorldTel has 14,000. The landline phone operators have more than 3,000 employees. The number of dealers and distributors of the native companies are 10,000. Bangladesh Telecommunication Regulatory Commission (BTRC) crackdown on illegal VoIP operations between March 14 and 23, shut down operations of Dhaka Phone, WorldTel, RanksTel, PeoplesTel and National Telecom. In all, 0.6 million subscribers, with RanksTel accounting for half, saw their connections summarily severed due to the regulatory body's actions. A subscriber of RanksTel Mostafa Monwar said, "what will happen to the subscribers who purchased connection from these PSTN operators. The Government should make arrangement for refund of money that subscribers paid to get the line and set." Another subscriber of National Phone Moshiur Rahman said the mobile phone operators are too using VoIP technology to terminate calls. "But, why BTRC so polite with mobile operators on VOIP case?" he said adding the VoIP termination was yet to stop in the country after canceling licences of the PSTNs. Employees of the PSTNs are suffering most due to the stoppage of operation of the land phones. The 3,000 employees do not get salary for the last two months. They are passing miserable life now. The employees of the five land line phone operators formed EPAOB (Employees Association of PSTN Operators of Bangladesh). They formed a human chain in front of the Jatiya Press Club on Sunday demanding resumption of operation of the PSTNs. Abdul Karim, an official of National Phone told the New Nation though mobile phone operators were earlier caught by BTRC on the same allegation. But, BTRC just imposed fine and set them free. BTRC showed ambivalent attitudes toward landline phone operators which are operated by local investment, he alleged. In 2007, the Government watchdog BTRC started cracking down on the major telecom companies for illegal VoIP use. GrameenPhone was fined Tk 168.40 cr and additional Tk 250 cr in 2008 for providing digital communications lines to third parties and enabling VoIP use for international call termination. For the same violation, Aktel was charged Tk. 145 cr, Citycell was charged Tk. 150 cr and Banglalink paid Tk. 125 cr. Deputy General Manager (Technical) of Dhaka Phone Jakir Hossain said if the Government suppressed local investors in the way, local company would get stumble and investors would be discouraged. Digital Bangladesh would not substantiate, if local investors were suppressed in the way, he feared. "Prime Minister Sheikh Hasina is like our mother. We hope she will understand the matter", he added. According to BTRC sources, BTRC chairman will meet with the five PSTNs operators this afternoon. Earlier, BTRC cancelled licences of five landline operators on May 12, whose services it switched off in March for their involvement in illegal international call termination through VoIP technology. The decision had been taken following the High Court order on May 11 in response to writ petitions filed by RanksTel and National Telecom Ltd where the court directed BTRC to decide within seven days whether it would cancel the licences of the two operators- Rankstel and National Telecom. The court also ordered BTRC to appoint an administrator to each of the two companies for running their operations in the interest of their subscribers, if the commission cancels their licenses. The court also said the administrators will be appointed for six months or till disposal of the pending criminal cases filed against the companies. The cases are pending with a magistrate court in Dhaka. The administrators will place details about the subscribers of the two operators to BTRC for further action, the verdict added.
