BTCL MD shown the door
The government has cancelled the appointment of SM Khabiruzzaman as managing director of Bangladesh Telecommunications Company Ltd (BTCL) on the ground of faulty recruitment process, sources in the telecom ministry said.
The establishment ministry appointed Khabiruzzaman on February 22, 2009 for a two-year term as BTCL MD. After one year, the same ministry cancelled his appointment on Tuesday.
The BTCL board is yet to receive the letter of the establishment ministry, said Sunil Kanti Bose, chairman of BTCL board. "We will take necessary steps after getting the letter."
Bose also said that the sitting MD might be requested to continue until the issue is resolved.
Khabiruzzaman may be reappointed as MD of BTCL following due legal process in company's (BTCL) policy, said ministry sources.
Despite several attempts over the phone, Khabiruzzaman could not be contacted.
The appointment of Khabiruzzaman raised controversy in telecom industry. Even the employees of BTCL heavily criticised the government move.
As per the Memorandum of Association of BTCL, appointment of the MD would be ratified by the board of the company. Interestingly, Khabiruzzaman joined BTCL without the board's approval.
The controversy mounted as the government appointed Khabiruzzaman when the sitting MD Ashraful Alim was on leave.
According to clauses 37, 52 and 149 of the Memorandum of Association of BTCL, any appointment of the company would go through the company's board. The board has the exclusive right to appoint new MD of the company.
Even before the board ratified his appointment, Khabiruzzaman took some controversial decisions including a penalty waiver of Chinese vendor Huawei Technologies and issuing letter of intent to KT Corporation of a Tk 140 crore project.
Later, at a board meeting on April 2, 2009 board meeting, the board ratified all activities of Khabiruzzaman from February 22 to March 10.
